Greek farm subsidies and OSDE technical crisis
Overview
By mid‑July 2026 Greece had accelerated CAP Pillar I payments, disbursing €802.4 million and planning to finish the remaining instalments by September. A Treasury audit recorded €1.126 trillion in farm‑support outlays, prompting fraud investigations. The Agricultural Entrepreneurship Fund was ready to provide loans up to €90 000 for farmers under 41 and investment financing from €25 000 to €3.5 million, backed by guarantees and a 4 % interest‑subsidy for four years. The Ministry of Rural Development and Food confirmed €1.1 billion already paid under the reformed CAP, with a comparable amount expected by year‑end, and announced an €80 million call for small‑scale irrigation projects (P3‑73‑1). A €4.9 million de‑minimis allocation was earmarked for fenugreek growers, while fertiliser assistance totals €61 million (€41 million EU, €20 million national). The Recovery and Resilience Fund allocated €3.3 billion to energy‑saving, renewable and green‑hydrogen measures, benefitting over 180 000 households and firms, and an extended package will deliver roughly €10 billion in grants and low‑interest loans through 2029. In late July, the government launched a €260 million Call for Improvement Plans under the 2026 CAP. To further simplify administration, the Ministry of Agricultural Development and Food approved an amendment to exempt approximately 24,000 young farmers from submitting tax and social‑security registration documents to receive subsidies. In early August, the second round of the €150 million “Agrodietrofi” scheme opened, offering €75 million in direct grants or leasing subsidies and €75 million in tax exemptions for investments in primary agriculture and food processing. Concurrently, the Integrated Management and Control System (OSDE) for 2026 was activated via the myAGRO portal. Former deputy minister Vasilis Kokkas criticised the August launch, arguing the delay jeopardised producer income and planning. By late August, the OSDE 2026 digital declaration system faced significant technical failures.
