Greece bans e‑scooter use by under‑17s and makes insurance mandatory

The Greek government has introduced a draft law, presented by the Ministry of Social Cohesion and Family together with the Ministry of Infrastructure and Transport, to tighten the rules for electric scooters and other light personal electric vehicles. The key measures are: • Riding an e‑scooter is prohibited for anyone under 17 years of age, except vehicles intended for persons with disabilities. Violations carry a €150 fine. • Mandatory civil‑liability insurance for all e‑scooters, with a minimum coverage of €50,000 per year for third‑party damage and €10,000 per incident for personal injury. • Riders must carry an identity document and proof of insurance while on the road. • Fines are increased for dangerous use: €350 for riding on roads where the speed limit exceeds 50 km/h (up from €30) and €250 for operating without insurance. • Sale, rental or any disposition of e‑scooters to minors is forbidden; companies that breach the rule face a €1,000 penalty and must verify the buyer’s age with official ID. • In high‑risk streets, scooters must stay within designated bike lanes. The draft law entered public consultation on 26 June 2026 and will be submitted to Parliament for approval.
