Greece's Recovery Fund to deliver €10 billion in grants and loans through 2029

Although the formal deadline for the EU‑backed Recovery Fund ends in August, Greece will continue to receive roughly €10 billion in financing. About €4.5 billion will be provided as grants that must be spent by the end of 2027 on 104 investment projects and 77 structural reforms, while €5.6 billion will flow as low‑interest loans until the end of 2029.

The loans carry an interest rate of around 0.35 % and can cover 35‑50 % of an investment’s cost, with the balance financed by banks and private equity. The ongoing disbursements are intended to prevent a sudden investment gap and to sustain activity in infrastructure, digital, and energy‑upgrade programmes.

By extending the funding, the programme aims to keep the economic stimulus active, generate contracts and income, and support businesses at a time when market rates are rising and the European Central Bank is considering tighter monetary policy.
