Greek Audit Court finds €52 million overpayments and deficits in agricultural guarantee fund

The Greek Audit Court carried out a fiscal audit of the Special Account of Guarantees for Agricultural Products (ELegEP) for the 2023 fiscal year. The audit report, dated 13 July 2026, identified significant weaknesses in the internal control system, information‑technology transition, calculation of entitlement amounts and insufficient verification safeguards.

The Court reported erroneous payments totalling €52 million to beneficiaries, including €9 million linked to the Green Support scheme, due to using eligibility data from the previous financial year. Additional irregular and illegal payments were also noted. The audit recommends immediate recovery actions and a search for the missing funds.

ELegEP is a public‑sector account held at the Bank of Greece, funded largely by EU resources (about €3.4 billion) covering 104 measures and roughly 652,000 Greek beneficiaries under the Common Agricultural Policy.
