Greek government extreme weather aid ELGA de minimis July 2026

The Greek Parliament approved an amendment to article 21 of Law 5062/2023, extending the state‑aid scheme that compensates agricultural holdings for extreme‑weather damage to the July 2026 period. The amendment covers losses to plant production and plant capital in areas designated by the Hellenic Agricultural Insurance Organisation (ELGA).

The de minimis assistance totals €24 648 751 and is provided tax‑free, non‑seizable and will not be offset against debts or affect eligibility for social‑benefit programmes. Eligibility criteria, the amount of aid and the calculation methodology are set by a joint ministerial decision of Margariti Schoina, Minister of Rural Development and Food, and Kyriakos Pierrakakis, Minister of Finance. The programme will be financed from the regular state budget, and the government will submit an ad‑hoc costed programme to the European Commission for approval. ELGA will implement the scheme.

Applications open on 6 August 2026 via the AAD platform, with payments scheduled to be completed by 21 August 2026. The aid targets three beneficiary groups: rice growers nationwide, producers hit by the 2021 frost, and farmers in the Ioannina regional unit affected by the 2025 drought, with per‑hectare rates such as €70 for rice fields and higher amounts for fruit crops.
