Greek hailstorm damage response and expanded aid

Overview

Intense hailstorms on 24‑25 July 2026 devastated crops across central and northern Greece. ELGA deployed rapid appraisal teams, with field inspections beginning on 22 July and expanding to the hardest‑hit districts. An online claims portal (OSDE) operated from 27 July to 10 August, and the government announced that farmers would receive 100 % of the insured harvest value and advance payments of 65 % of estimated losses.

Deputy Minister Christos Kellas, MP Maximos Charakopoulos, Governor Dimitris Kouretas and Agriculture Minister Margarita Schoina presented a coordinated “DANIEL‑type” measures package, pledging full compensation, removal of payout caps and seeking EU special‑financing tools. Permanent anti‑hail protection measures such as hail‑networks are also under study.

On 30 July the cabinet formally approved a parliamentary amendment expanding article 21 of Law 5062/2023 to cover the July 2026 losses. The joint decision by Rural Development and Food Minister Margarita Schoina and Finance Minister Kyriakos Pierrakakis will set eligibility criteria, payment amounts and calculation methodology, with a costed programme to be submitted to the European Commission for approval. Payments remain tax‑free, non‑seizable and will not affect public‑debt offsets or social‑benefit eligibility; ELGA will continue to administer the aid.

The response continues to focus on swift damage appraisal, full compensation, advance payments and securing additional EU support for repeatedly affected regions.
