Greek housing renovation programme expands eligibility and funding
The "Housing Renovation Programme" (Ανακαίνιση Κατοικίας), funded by the EU‑backed ESPA 2021‑2027 with a €500 million budget, has widened its eligibility criteria. The minimum ownership share required for closed houses has been lowered from 50 % to 20 %, allowing more co‑owners to apply. The electricity‑consumption ceiling for such vacant homes has been doubled to 100 kWh for 2024‑2025. The deadline for issuing eligibility certificates for closed houses has been extended to 31 August 2026, while the deadline for other properties remains 31 July 2026. To date, more than 61,000 certificates have been issued and the online portal (anakainisi.gov.gr) has over 250,000 registered users.
Funding may reach €36 000 per dwelling, with state subsidies covering 75‑95 % of renovation costs depending on household income. Minister Domna Michailidou reported that roughly 77 000 certificates have been issued – about 70 000 for occupied homes and 7 000 for closed ones. The programme also plans to build 2 000 social‑housing units on public land for vulnerable and middle‑income families, which will remain state‑owned and be offered at low rent.
