Greek Recovery Fund legislation speeds up large‑scale projects
The Greek government is advancing a legislative amendment that lets contracting authorities accelerate the completion schedule of Recovery Fund projects costing more than €100 million. Under the new rule, authorities may shorten or modify approved deadlines when delays are not attributable to the contractors, aiming to meet key milestones of the National Recovery and Resilience Plan.
Contractors will be entitled to reasonable compensation for any additional technical, organizational, operational or financial costs incurred due to the tighter timelines. The amendment also defines the compensation trigger date and provides for arbitration in case of disputes. Funding for the compensation will come from national resources via the Public Investment Programme, specifically the Development Programme of the Ministry of Infrastructure and Transport.
