Guanajuato State Health Law Reform on Breastfeeding Advances with Academic Input

Three professors from the Universidad de Guanajuato—María Montserrat López Ortiz, María del Pilar Fernández Carrasco, and Elsa Patricia Olivares Navarrete—participated in a technical working group on July 9 2026 to evaluate a proposed amendment to the State Health Law concerning breastfeeding. Their expert opinion, presented to the State Congress' Public Health Commission, recommended adopting the term “human lactation,” strengthening human‑rights and non‑discrimination language, expanding the future State Council of Human Lactation to include multidisciplinary professionals, enhancing ongoing training, and enforcing the International Code on Marketing of Breast‑milk Substitutes. The recommendations aim to align Guanajuato’s regulations with international scientific evidence to improve child health, nutrition, and family wellbeing, and to create supportive institutional, community, and workplace environments for breastfeeding.

The academic contribution underscores the university’s role in informing public policy and positions the León campus as a regional hub for evidence‑based health legislation.
