Overview

In July 2026, a technical working group convened by the State Congress’ Public Health Commission included three Universidad de Guanajuato professors. Their assessment of a proposed amendment to the State Health Law recommended adopting the term “human lactation,” strengthening human‑rights language, expanding the future State Council of Human Lactation to multidisciplinary professionals, improving training, and enforcing the International Code on Marketing of Breast‑milk Substitutes. The aim was to align Guanajuato’s regulations with international scientific evidence and to create supportive environments for breastfeeding.

By early August, Governor Libia Dennise García Muñoz Ledo announced that the law would be reformed to address gaps she experienced personally, such as inadequate break time and the lack of proper lactation rooms and storage in workplaces. The announced changes seek to guarantee suitable facilities for nursing workers. In the same statement, the governor highlighted the state’s “Marca Guanajuato” program, encouraging entrepreneurs—particularly women—to register for certification, training, digitalisation, matchmaking and financing, a scheme that now covers over 9,000 firms across the state.
