Guardia Civil probes over €1 million in Cádiz council sponsorship contracts

The Guardia Civil conducted a search of the Roma building, home to the Planning, Coordination and Strategic Development area of the Diputación Provincial de Cádiz, as part of a secret judicial investigation. Officers copied emails and seized hard drives while requesting information on sponsorship contracts linked to a money‑laundering probe tied to drug trafficking.

The inquiry focuses on five contracts awarded to companies owned by local businessman Pascual Llopis – Bahía Luz Restauración and Luna Bahía – whose total value exceeds one million euros. The contracts, granted between May 2024 and March 2026, include sponsorship of the Pal Sur Festival across several municipalities and other cultural events such as the Preferia 2026 in El Puerto de Santa María. The provincial government has cooperated with the investigation, providing access to the requested records.
