Guatemala approves number portability law while Peru sees decline in mobile portings

Guatemala's Congress approved the Number Portability Law for telephone services in November 2025 (Decree 14‑2025). The law makes users the owners of their phone numbers and requires the Superintendence of Telecommunications (SIT) to issue technical and administrative regulations within two months to enable the service. It also mandates a cost‑free, streamlined process and creates a Number Portability Committee to oversee implementation, though the system is not yet operational.

In Peru, the telecommunications regulator Osiptel reported that 3.1 million mobile lines changed operators in the first half of 2026, a 12.3% drop from the same period in 2025. More than 77% of these portings were post‑paid lines. Claro recorded a net gain of 102,058 lines, while Movistar and Bitel posted net losses. Fixed‑line portings rose to 23,886, more than double the previous year’s total.
