OSIPTEL device blocking and mobile fraud prevention

Overview

Since April 2025, OSIPTEL’s crackdown on illegally reflashed and unregistered devices has blocked over 4.9 million mobile phones as of August 2026. The regulator continues to enforce progressive blocking stages, targeting devices not on the Renteseg white list to combat black-market trade and phone-based extortion, which involves anonymous calls in 87% of cases.

In August 2026, OSIPTEL executed the first stage of a scheduled 360,000-device block on August 11, targeting 120,000 units. Two subsequent stages of 120,000 devices each are scheduled for August 18 and August 25. These measures affect equipment not included in the Renteseg white list and those linked to individuals previously associated with altered International Mobile Equipment Identity (IMEI) numbers. Mobile operators must notify affected subscribers via SMS within two business days.

Beyond device blocking, OSIPTEL is addressing identity theft and data misuse. In the Piura region, the regulator reported 5,750 cases of unrecognized mobile phone lines between January and July 2026, with a peak of 1,007 cases in July. To combat this, OSIPTEL encourages the use of the ‘Checa tus líneas’ platform, which allows users to verify lines registered under their National Identity Document (DNI). If fraud is detected, users can report it via facial verification through the ID Perú app. Once reported, telecommunications operators are required to address the request within three business days.

Service performance and satisfaction metrics show mixed results. In May 2026, 4G internet performance averaged 80.29%, with Entel leading operator scores. While 2025 satisfaction surveys showed a rise in mobile service satisfaction to 65%, the 2025 User Service Quality Ranking revealed that only Claro and Bitel met the regulator’s 15-point quality target.
