Guayaquil’s gated neighborhoods curb crime and foster community ties

Guayaquil’s municipality passed an ordinance that allows neighborhoods to install security barriers – “rejas” – once 70 % of residents approve. In the northern residential area Urdenor 1, three neighbours organised the project after a spate of vehicle thefts and a pistol‑pointed assault. The gates were installed with the help of a hired coordinator who managed permits and supervised construction. Since then, residents report a sharp drop in robberies and a rise in neighbourly interaction. Lorena Párraga said, “Before we barely knew each other… when we organized to put the gates, a friendship was born.” Consuelo Lucas added, “The installation of the gates has been something positive.” Sociologist Héctor Chiriboga explained that the practice of enclosing streets has progressed over decades, initially appearing on commercial premises before spreading to residential zones. The municipality’s online deadline for legalising new gate installations is 31 July 2026.
