Guillaume Ngefa reports on first year of judicial reforms in DRC

Guillaume Ngefa Atondoko Andali, the Minister of State, Minister of Justice and Keeper of the Seals for the Democratic Republic of the Congo, has presented a report on his first year in office. During a press briefing, the minister addressed the ongoing structural challenges and dysfunctions within the Congolese judicial system, emphasizing the need to restore institutional credibility.

Key reforms implemented during the past year include the establishment of the Economic and Financial Criminal Court, the development of an anti-corruption bill, and reforms to the military justice system. Additionally, the minister highlighted the modernization of the General Inspection of Judicial and Penitentiary Services, the operationalization of the notary profession, and the digital transformation of the sector through the ‘Justice 2.0’ program.

To combat impunity and corruption, a permanent mechanism for monitoring judicial injunctions has been established. The minister noted that these initiatives aim to create a more accessible and efficient justice system while maintaining the independence of magistrates.
