DRC judicial reform and oversight efforts

Guillaume Ngefa Atondoko Andali, the Minister of State for Justice and Keeper of the Seals in the Democratic Republic of the Congo, has initiated several efforts to reform and monitor the nation’s judicial system.

In his first year in office, the Minister reported on structural reforms including the creation of an Economic and Financial Criminal Court, the development of anti-corruption legislation, and the ‘Justice 2.0’ digital transformation program. These measures were intended to restore institutional credibility and combat impunity.

Subsequent developments have focused on addressing immediate judicial and infrastructural challenges. Minister Ngefa ordered an investigation into the physical assault of magistrate Ikobia Bahati in Kisangani during a police operation. Additionally, following an evaluation mission in Kongo Central, the Minister announced a monitoring committee to address judicial infrastructure and administrative efficiency. During this mission, severe prison overcrowding was observed in Matadi, characterized by inmates as the ‘casier phenomenon’ where prisoners sleep stacked on top of one another.
