Portugal reviews free museum entry program after low use and €10 million loss

Minister Margarida Balseiro Lopes told parliament that only about 4 % of Portugal’s population used the Acesso 52 scheme, which offers free museum, monument and palace entry for 52 days a year. The average visitor made 1.4 visits, meaning more than 70 % of users attended just once, and the programme has cost roughly €10 million in lost revenue.

The minister said the policy will not be abolished but will be revised to improve cultural access and encourage regular attendance, especially after the European Commission opened an infringement proceeding over discriminatory rules that excluded EU citizens resident elsewhere. Of the 37 cultural sites covered, 18 have been closed or partly limited due to works linked to the national Recovery and Resilience Plan. A public webinar hosted by the Portuguese Museum Association will discuss the programme’s sustainability, financing and cultural impact.

The government plans to invest in cultural mediation and educational services to foster repeated museum visits and broader public engagement.
