Portugal free museum entry program review

Portugal’s Acesso 52 scheme, introduced in August 2024 to give free museum, monument and palace entry for 52 days a year, attracted only about 4 % of the population, with most users visiting just once. The government reported a €10 million loss in revenue and announced a review to improve cultural access and encourage repeat visits, especially after an EU infringement proceeding over discriminatory rules.

Data for the period 1 June 2025 – 31 May 2026 show 1.7 million free admissions across 38 sites, accounting for roughly 43 % of total visits. Portuguese residents made up 82 % of free entries, while foreign visitors contributed 18 %. The Convento de Cristo and the Palácio Nacional da Ajuda recorded the highest shares of free visits. The review of Acesso 52 continues, focusing on financing, sustainability and broader public engagement.
