Guinea launches workshop to reform public administration legal framework

The Guinean Ministry of Modernization of Administration and Civil Service has launched a six-day workshop in Conakry to strengthen the legal framework of the country's public administration. This initiative is part of the ‘Simandou 2040’ vision and aims to modernize state functions through three primary pillars: organizing, serving, and simplifying.

The workshop focuses on three major legislative projects: revising the law regarding the organization and functioning of the administration, developing a Public Service Charter, and drafting a law to simplify administrative procedures. Participants include government ministers, high-ranking officials, trade union representatives, civil society members, and experts from the State Reform and Administration Modernization Program (PREMAP).

Minister Faya François Bourouno emphasized that administrative transformation must go beyond adopting new texts to produce concrete changes in the relationship between public services and citizens. Legal advisor Yamoussa Nana Camara noted the importance of ensuring these new laws are technically coherent, constitutionally compliant, and operationally viable to facilitate the digitalization of administrative processes.
