Guinea public administration reform efforts
Overview
The Guinean government has initiated several measures to modernize public administration and increase institutional transparency. On August 19, 2026, government and presidential spokespersons met with media representatives to establish a new framework for regular information sharing and improved communication between state institutions and the press.
In tandem with these communication efforts, the Prime Minister ordered all ministries to submit copies of every contract signed since September 2021 to improve the traceability of state commitments.
Following these developments, the Ministry of Modernization of Administration and Civil Service launched a workshop in Conakry to reform the legal framework of the public administration. This initiative, part of the ‘Simandou 2040’ vision, focuses on revising laws regarding administrative organization, developing a Public Service Charter, and simplifying administrative procedures to facilitate digitalization and improve the relationship between citizens and public services.
