Hai Phong and Hanoi set 13% GRDP growth targets for 2026

The Party Committee of Hai Phong has adopted Resolution 11, outlining ten groups of solutions aimed at achieving an average 13 % annual GRDP growth by 2026. In the first half of 2026 the city recorded an 11.33 % growth rate – the highest in five years and third nationally – and plans to accelerate production, port logistics, industrial zones, investment disbursement, land clearance, housing development, and administrative reforms to meet the target.

Hanoi’s People’s Committee issued Directive 17, assigning 57 key tasks to raise GRDP growth to 13.44 % in the second half of 2026, aiming for an 11 % annual increase. The city’s first‑half growth of 8.22 % fell short of the 10.36 % goal, prompting a focus on boosting service‑sector output (target 7.69 pp), industry‑construction (2.37 pp), public and non‑budgetary investment, and reforms in administration, science, technology, and digitalisation.
