Vietnam accelerates high-tech, maritime, and digital shift
Overview
Vietnam is accelerating its transition toward a high-tech, maritime-oriented economy to achieve high-income status by 2045. Under Resolution No. 22-NQ/TW, a new National Security Strategy integrates traditional and modern security. Economic targets for 2026–2030 include an average annual GDP growth of at least 10%, supported by a surge in FDI, which reached $34.65 billion in the first half of 2026.
To upgrade its position in the global supply chain, the government is courting high-value R&D investment. President To Lam met with Qualcomm, which aims to establish Vietnam as its “third-largest global AI research hub,” while Prime Minister Le Minh Hung has urged Samsung and Chinese investors to pivot toward semiconductors, 5G/6G, and clean energy. Recent strategic focus has shifted toward specialized semiconductor chips—designed for AI cameras, IoT, robotics, and telecommunications—to leverage existing design talent and electronics manufacturing.
Economic indicators show a significant shift in regional dynamics. Vietnam has overtaken the Philippines in key metrics, with 2024 GNI per capita reaching $4,490. Projections for 2025 suggest Vietnam’s GDP per capita (PPP) will reach approximately $18,089, significantly higher than the Philippines’ $12,577. This is attributed to an export-oriented manufacturing model in electronics and machinery.
Investment patterns are also evolving; foreign investors are increasingly using mergers, acquisitions, and capital contributions to access existing networks. In the first seven months of 2026, such transactions totaled over $6.5 billion. Notably, Indonesian investment via this model rose to $1.7 billion, a nearly 293-fold increase from 2025. Simultaneously, the government is advancing digital transformation and e-government initiatives to improve administrative efficiency and national competitiveness.
