Hai Phong City to Provide Free Textbooks to All Students Starting 2027‑2028

The Hai Phong People's Committee has directed the city’s Department of Education and Training, together with the Finance Department, to supply a free set of textbooks to every primary, secondary and high‑school student beginning the 2027‑2028 academic year. This rollout will occur two years ahead of the national timetable that sets universal free textbooks for 2029‑2030.

The plan covers roughly 810,000 students across 1,002 schools, requiring an estimated initial outlay of 241.5 trillion Vietnamese dong. Teachers will also receive a complete set of textbooks for the subjects they teach. Officials noted potential challenges for high‑school students due to the timing of elective‑subject registration, and stressed careful budgeting to avoid waste.

The initiative aligns with the Party’s Resolution No 71‑NQ/TW on education development, which aims for free textbooks nationwide by 2030, and follows the government's Decree No 271/2026/NĐ‑CP encouraging capable localities to implement the policy early.
