Localities such as Da Nang’s Hòa Vang ward, Quảng Ninh province, Ho Chi Minh City, Cà Mau province, and two wards in Đồng Nai and Huế city have already launched free‑textbook schemes for 2026‑27. Ho Chi Minh City proposes a loan‑return model covering grades 1‑12 with a VND 567 billion budget.

On 30 July, Hai Phong City announced it will provide a free set of textbooks to every primary, secondary and high‑school student starting the 2027‑28 academic year, covering about 810,000 students across 1,002 schools. The plan, budgeted at roughly VND 241.5 trillion, also supplies teachers with complete textbook sets and aligns with Party Resolution No 71‑NQ/TW and Decree 271/2026/NĐ‑CP, positioning Hai Phong two years ahead of the national free‑textbook target for 2029‑30.

These actions extend earlier school‑building, Lao‑language, and scholarship initiatives, deepening Vietnam’s effort to broaden equitable, bilingual education through 2028‑29.
