Hai Phong schools face widespread textbook shortages

Three weeks after the start of the 2026-2027 academic year, 367 schools of various levels in Hai Phong are still experiencing a shortage of textbooks. To ensure students can keep up with lessons, many parents have resorted to photocopying books on a weekly basis.

In the Vinh Bao area, the shortage is particularly severe. According to statistics from the Vinh Bao Commune People's Committee as of September 29, 1,283 students across Nguyen Binh Khiem Secondary School, Vinh Bao Primary School, and Tam Da Primary School are missing a total of 7,395 books.

In some instances, teachers have had to rely on projecting electronic versions of textbooks in classrooms, while students receive assignments via PDF files on mobile phones to compensate for the lack of physical materials.
