Hai Phong sets science and technology goals for 2030
The Hai Phong People's Committee has issued Plan No. 385/KH-UBND regarding the development of science, technology, and innovation for the 2026–2030 period. The city aims to establish science and technology as a primary driver of economic growth, productivity, and competitiveness, while building an international-scale research and training center for marine technology.
By 2030, Hai Phong targets increasing the contribution of total factor productivity (TFP) to GRDP growth to 57%. The city also plans to allocate research and development (R&D) funding equivalent to 2% of GRDP, with social resources accounting for over 60%. Additionally, the city aims for high-tech product exports to reach 50%–52% and for high-tech product value in the processing and manufacturing industry to exceed 60%.
To achieve these objectives, the city will focus on financial mechanism reforms, human resource development, and applying technology to industry, logistics, and the marine economy. While Hai Phong ranked third nationally in the Provincial Innovation Index (PII) in 2023 and 2024, officials noted challenges such as slow technological innovation speeds and limited effectiveness in commercializing research results.
