Hai Phong economic and technological development

Overview

Vietnamese central leadership has designated Hai Phong as a primary driver for national economic growth. To support this role, the city aims to achieve an average annual growth rate of 13-14% between 2026 and 2030 by leveraging its maritime advantages, industrial zones, and the integration of Hai Phong with Hai Duong.

To facilitate this expansion, the Hai Phong People's Committee has outlined a strategic plan for science, technology, and innovation for the 2026–2030 period. The city intends to establish an international-scale research and training center for marine technology and increase the contribution of total factor productivity to GRDP growth to 57% by 2030. Key objectives include allocating R&D funding equivalent to 2% of GRDP and ensuring high-tech product exports reach approximately 50%–52%. Officials noted that success depends on addressing bottlenecks such as slow site clearance, human resource shortages, and the need for better commercialization of research results.
