Haiti election preparations face registration and security hurdles
Haiti faces significant hurdles in its electoral process, with voter registration currently at only 8% of the potential electorate. The Provisional Electoral Council (CEP) reports that 507,015 citizens have registered across 1,271 active centers. Registration rates have seen recent increases, but demographic gaps remain, particularly among the youth population which constitutes over half of the country.
Security concerns continue to impede the process, as gang control over 23 communes restricts access to certain territories and complicates the movement of voters and the installation of polling stations. In the West Department, the most populous region, registration numbers remain low due to these security challenges.
On the diplomatic front, the Organization of American States (OAS) is seeking to strengthen candidate eligibility requirements. OAS Secretary General Albert Ramdin announced intentions to consult the Venice Commission to establish clear criteria for vetting candidates, specifically to prevent individuals linked to illicit activities from running. The OAS has also provided a platform to facilitate candidate registration and has emphasized the necessity of holding national elections in 2026, noting that the last presidential election took place in 2016.
