Haiti reduces candidate registration fees in revised electoral decree
Haiti has issued a revised electoral decree reducing registration fees for several candidate categories to foster a more inclusive electoral framework. The October 6 decree follows criticism from political parties and coalitions that previous rules could exclude smaller organizations and younger candidates.
Under the new regulations, fees for Senate candidates have been reduced to 400,000 gourdes ($3,000) from 800,000 gourdes. Chamber of Deputies fees dropped to 100,000 gourdes ($770), while municipal council fees were halved to 50,000 gourdes ($385). Lower-level positions, such as the Assembly of the Communal Section (ASEC), now require a fee of 5,000 gourdes ($39).
The presidential candidate fee remains unchanged at 2 million gourdes (approximately $15,400). Additionally, the decree eases certain documentation and medical certificate requirements. However, political organizations must still demonstrate 30,000 members, and independent candidates must show support from 150,000 people.
The Haitian government stated these measures aim to establish “an institutional framework conducive to credible, transparent and impartial elections.” The Provisional Electoral Council (CEP) has announced new deadlines, though the first-round elections remain scheduled for December 13, 2026.
