Haitian Episcopal Conference warns of national instability and election risks

The Haitian Episcopal Conference (CEH) has issued a stark warning regarding the nation’s deteriorating situation, describing it as a ‘descent into hell.’ In a message following their plenary assembly in late September 2026, Catholic bishops highlighted the rapid expansion of armed groups, increasing kidnappings, and the weakening of state authority.

The CEH emphasized that entire neighborhoods remain under gang control and expressed concern over the effectiveness of security forces in reclaiming these territories. While acknowledging the sacrifices made by members of the Haitian National Police and the Haitian Armed Forces, the bishops noted that the population often feels abandoned.

Regarding the political future, the CEH stated that security, institutional neutrality, and social consensus are mandatory prerequisites for credible elections. They argued that no citizen should be forced to choose between exercising their right to vote and their personal safety. The bishops warned that holding elections without a pacified environment and transparent conditions could trigger further crises rather than restoring constitutional order.
