Wilson Joseph requests UN mediation amid Salvadoran troop deployment in Haiti

Wilson Joseph, leader of the 400 Mawozo gang and a person wanted by the United States with a $1 million reward, has requested that the United Nations send a delegation to Haiti to mediate dialogue between his group and international forces.

In a letter sent to UN Secretary-General António Guterres on November 1, Joseph, also known as “Lanmò San Jou,” claimed he has “officially raised the white flag” since August 20 and expressed a willingness to seek a negotiated exit to the crisis. However, he also warned that threats from Salvadoran President Nayib Bukele could escalate violence against Haitian civilians.

The request follows the deployment of over 2,000 Salvadoran troops to Haiti, a move prompted by the disappearance of four Salvadoran aviation technicians during an October 18 ambush near Port-au-Prince. While the Salvadoran government believes the technicians are alive, Joseph claimed without providing evidence that they died in territory controlled by the Chen Mechan gang.

The United Nations confirmed receipt of the letter but stated that doing so does not constitute an endorsement of its content, recognition of Joseph as an author, or an official position of the organization. The UN also noted that most of the Salvadoran military personnel are operating outside the mandate of the UN-supported Gang Suppression Force.
