Hamas reaches near‑agreement on most cease‑fire roadmap items in Cairo talks

Hamas representatives met mediators from Egypt, Qatar and Turkey, along with United States officials and Nikolai Mladenov, the senior adviser of the so‑called “Peace Council”, in Cairo. The talks produced a largely consensual draft covering 15 points of a cease‑fire roadmap that had been presented earlier by Mladenov. According to Hamas sources, 13 points were accepted, while the remaining two – the status of Hamas‑affiliated civil staff and the definition and handling of heavy weapons – still require further negotiation.

The Hamas delegation, led by Khalil al‑Hayya, said the meetings were “positive in general shape” and that the draft would be forwarded to Israel for a response expected in the coming days. Meanwhile, Hamas announced it will hold an evaluative meeting in Istanbul on Friday and may return to Cairo early next week to discuss Israel’s reply. The movement also criticised Mladenov for perceived bias after his comments at a donor conference in Brussels, accusing him of overstating improvements in humanitarian aid.

The outcome of these negotiations will shape the next phase of the Gaza cease‑fire and the broader political landscape in the Palestinian territories.
