Hanoi addresses river flood control and Red River urban planning

Hanoi officials and experts are addressing critical flood management and urban planning challenges related to the city's river systems. During a meeting led by Vu Dai Thang, Chairman of the Hanoi People's Committee, officials discussed solutions for the Tich and Bui rivers to mitigate recurring flooding in western Hanoi.

Technical reports indicate that existing dike and irrigation systems face limitations against increasingly complex weather patterns. Recent heavy rainfall caused water levels in the Tich and Bui rivers to exceed dike heights, leading to overflows. Proposed long-term solutions include investing in dike reinforcement in areas like Xuan Mai and constructing large-scale reservoirs in mountainous regions to regulate runoff and prevent flash floods.

Parallel discussions regarding the Red River emphasize a strategic shift in urban planning. Experts suggest that Hanoi should transition from a city that 'turns its back' to the river toward one that integrates the Red River as a central spatial axis. This involves adjusting the 1/5000 scale urban subdivision planning to better utilize the river's ecological, cultural, and economic potential while strictly maintaining construction elevations to ensure flood discharge capacity.
