Construction progressed on two major bridges: the Hồng Hà bridge on Ring Road 4 (about 40 % complete) and the Ngọc Hồi bridge across the Red River (pile‑drilling finished). The Ministry of Agriculture and Environment also proposed three water‑regulation dams on the Red, Đuống and Đà rivers to manage flow, support agriculture and protect against floods.
