Hanoi approves turnkey contracts for five urban railway lines

The Hanoi People's Committee has reached an agreement on the fundamental content and policy to sign principle contracts for the implementation of five urban railway lines using a turnkey model. Vice Chairman Truong Viet Dung has been tasked with overseeing the review and signing of these contracts in accordance with regulations.

The city decided to shift the contract format from EPC to a turnkey arrangement. The proposal was based on a submission from the Department of Construction, which included a draft contract proposed by a consortium consisting of Vinhomes JSC and VinSpeed High-Speed Railway Investment and Development JSC.

Following negotiations and consultations with 11 relevant agencies, key issues regarding signing entities, technical standards, technology, and contractor preparation and payment have been addressed. The city aims to have these five urban railway lines completed by 2030.
