Hanoi urban railway infrastructure development

Hanoi has initiated efforts to expand its urban railway and underground infrastructure through international cooperation and new domestic contracting models.

Initially, a Vietnamese delegation met with Russian transport officials and Russian Railways (RZD) to propose a cooperation framework. This proposal focuses on metro construction, management, and technology transfer, including the use of artificial intelligence and big data for traffic management. The city is seeking Russian expertise in station design and centralized control centers, while also exploring connections between urban lines and the national railway system.

Following these discussions, the Hanoi People's Committee moved toward implementation by approving the use of turnkey contracts for five urban railway lines. This represents a shift from the previous EPC contract format. A consortium including Vinhomes JSC and VinSpeed High-Speed Railway Investment and Development JSC has proposed a draft contract, and the city aims to complete these five lines by 2030.
