Hanoi expands free health‑insurance coverage for vulnerable residents

The Hanoi People's Council adopted Resolution No. 17/2026, expanding health‑insurance fee subsidies effective 1 July 2026. The city will cover 100 % of health‑insurance contributions for veteran association members, seniors aged 60‑74, former police, former youth volunteers, recognized artisans, residents of Minh Châu island, people living in charitable or religious institutions, and other specially‑listed groups.

Additional subsidies include a 70 % contribution for households engaged in agriculture, forestry or fishery with average city‑wide living standards and for war‑time mine‑victims. A 50 % contribution applies to students from such households, rural health workers, community aides, non‑professional local activists, distinguished artisans, and victims of human‑trafficking identified under the anti‑trafficking law. The measures aim to increase health‑insurance enrollment, lower out‑of‑pocket medical costs, and support disadvantaged groups in the capital.

The policy is part of Hanoi’s broader social‑welfare strategy to broaden health‑care access for low‑income and at‑risk populations.
