Vietnam 2026‑27 reforms: wages, insurance, land law

Overview

The 2026‑27 reform agenda continues to expand Vietnam’s social‑welfare net while overhauling property governance. After a July 9 mid‑year review confirmed a 7.2 % rise in the minimum wage, the National Wage Council on 16 July approved a further 7.8 % increase to take effect 1 January 2027, adding VND 310‑390 000 to regional minimum salaries. Region I’s floor will rise to VND 5.7 million (7.3 % up) and Region IV will see the largest jump, 9.2 % to VND 4.04 million. The proposal awaits final government endorsement. On 25 July the Ministry of Internal Affairs began drafting a decree that sets the new monthly minima at VND 5,700,000 (region I), VND 5,080,000 (II), VND 4,450,000 (III) and VND 4,040,000 (IV), with corresponding hourly rates of VND 27,400‑19,400. The draft also notes that unemployment benefits could rise to a maximum of VND 28.5 million under the higher wage floor. In Ho Chi Minh City, the People’s Committee has completed a dossier to amend Resolution No. 56/2025, proposing that the city budget cover 100 % of compulsory health‑insurance premiums for permanent residents aged 60 to under 65. The scheme would benefit roughly 196 000 seniors, require more than VND 267 billion annually, and follows a pilot that already subsidised those 65‑74, issuing BHYT cards to over 276 200 seniors and generating 1.47 million medical visits and VND 1.083 trillion in payouts. A survey showed 60.6 % of those aged 60‑64 struggle to pay premiums. The amendment aligns with the Senior Citizens Law and mirrors similar subsidies adopted in Hanoi and Hai Phong. The Health Ministry’s pending circular expands incentives for families with two daughters, including tuition waivers, reduced premiums, school‑milk programmes and cash aid, aiming to avoid a projected surplus of up to 1.5 million men by 2034.
