Vietnam’s national weather service warned that from the night of 27 July to the night of 28 July the mountainous provinces of Thai Nguyen, Tuyên Quang, Phú Thọ, Lào Cai, Lai Châu, Điện Biên and Sơn La could receive more than 250 mm of rain in isolated spots, with overall totals of 50‑120 mm. The agency also warned of flash‑floods, landslides and severe thunderstorm hazards across the broader northern region.

Earlier on 25 July a short but intense rainstorm over Hanoi recorded up to 127.4 mm in Vĩnh Thanh, 115.4 mm in Hai Bà Trưng and similar totals elsewhere. Surface water built up to 10‑15 cm on streets, causing temporary traffic delays. Drainage crews from the city’s infrastructure centre deployed pumps at Yên Sở, Cổ Nhuế, Đồng Bông 1‑2, Cầu Ngà 1‑3 and opened the Cầu Quang gate. Within 15‑30 minutes the water receded and normal traffic resumed.

Local authorities in the seven northern provinces have been instructed to monitor river levels, mobilise rescue teams, and evacuate residents from low‑lying or landslide‑prone villages. The combined forecasts and recent flooding underscore a high risk of flash floods, landslides and infrastructure strain throughout northern Vietnam over the coming days.
