Northern Vietnam floods: casualties, aid, ongoing rains

Overview

Flash floods and landslides on 17 July in Mường Than commune, Lai Châu province killed nine people, injured nine and left about 200 households affected, including 24 families who lost their homes. Around 300 ha of rice, flowers and aquaculture were swept away and roads, schools and power lines were damaged. Provincial authorities estimate total losses at roughly VND 270 billion, and the central government approved VND 50 billion in emergency aid. Deputy Prime Minister Hồ Quốc Dũng visited the site on 21 July to assess the response and discuss a new resettlement area for displaced families. The final missing victim, 52‑year‑old Đỗ Thị Hoa, was recovered from the Mường Mít reservoir on 24 July after a large search‑and‑rescue operation. A brief but intense rainstorm on 25 July dumped up to 127 mm in Hanoi, causing temporary street flooding that was cleared within 15‑30 minutes by city drainage crews. The national weather service warned that from the night of 27 July to 28 July the mountainous provinces of Thai Nguyen, Tuyên Quang, Phú Thọ, Lào Cai, Lai Châu, Điện Biên and Sơn La could see isolated totals exceeding 250 mm, heightening flash‑flood and landslide risks. Local authorities mobilised more than 300 police and security officers in Lai Châu to assist victims, rebuild homes and establish temporary shelters. The Vietnam People’s Army issued a circular ordering Military Regions 1 and 2, the Hanoi Capital Command and Border Guard forces to maintain strict civil‑defence alerts, monitor river levels, protect farms and vulnerable infrastructure, and coordinate rescue and evacuation operations across the seven provinces. The National Civil‑Defence Steering Committee also called for the mobilisation of rescue teams and safety checks at mines, construction sites and small dams.
