Hanoi announces free textbooks and new education policies for 2026-2027
Hanoi authorities have announced a series of new educational policies and financial adjustments set to take effect for the 2026-2027 school year. A major initiative involves a roadmap to provide free textbooks for general education students. The city's Department of Education and Training, in coordination with the Department of Finance, is tasked with developing a phased implementation plan, including determining funding, managing textbook inventory, and organizing centralized procurement.
In addition to textbook provisions, the city will implement various support measures, such as tuition assistance for preschool and general education students, food and personal supply support for students in ethnic minority boarding schools, and meal subsidies for primary school students.
Separately, the Hanoi People's Council has approved tuition fee structures for 35 high-quality public educational institutions. These fees for supplementary programs will vary based on school level and location. The regulations also include provisions for online learning, which may be charged at 75% of the in-person rate. Officials emphasized that tuition levels must remain commensurate with the quality of educational services provided.
