Hanoi issues new land acquisition and certificate management regulations

The Hanoi People's Committee has issued new regulations regarding land acquisition and land management procedures. Under Decision 130, effective September 26, land acquisition in cases where resettlement is not yet complete requires that affected individuals voluntarily accept temporary housing or temporary housing funds before authorities can proceed with the acquisition.

Additionally, the city has approved the ‘Red Book in Hand’ scheme via Decision 5206/QD-UBND. This initiative aims to modernize land management by utilizing data integration to reduce paperwork and the need for citizens to visit administrative offices repeatedly. The scheme focuses on two main procedural groups: correcting certificates issued due to state errors and registering changes or issuing new certificates for land areas remaining after site clearance.
