Hanoi is conducting public consultations regarding major urban planning adjustments for the Hoan Kiem Lake area and the Red River landscape boulevard. The Red River project, which includes 18 component projects with a preliminary investment exceeding 737 trillion VND, is slated to proceed between 2026 and 2038. The plan proposes two main axes running along both banks of the river, featuring 10-lane roads to serve as primary urban corridors.

In the Hoan Kiem Lake area, the city is exploring ways to expand public spaces and enhance the landscape while preserving cultural heritage. Hanoi Chairman Vu Dai Thang emphasized that any new construction in this historic zone must undergo a design competition to ensure suitability. One proposal includes a symbolic 'Triumphal Arch' at the north side of the lake.

Regarding the Red River project, the city intends to apply a compensation rate of twice the standard for land recovery for eligible residential and agricultural land. Authorities are also prioritizing the preservation of 123 historical relics within the planning area, 26 of which are at the national level, to balance modern infrastructure development with the capital's cultural identity.
