Hanoi proposes 2,226 billion VND project to process 3.7 million tons of waste
The Hanoi Department of Agriculture and Rural Development has proposed a project to process approximately 3.7 million tons of accumulated waste at the Xuan Son Solid Waste Treatment Area in Tung Thien Ward and Suoi Hai Commune. The facility, which has been operational since 1999, covers 34.79 hectares, with 24.65 hectares dedicated to direct landfilling.
The proposed solution involves a waste-to-energy plant to incinerate combustible waste, while metals will be recovered for recycling and hazardous waste will be managed according to regulations. The project is estimated to cost approximately 2,226 billion VND and is proposed as a Public-Private Partnership (PPP) under a Build-Transfer (BT) contract. The investor consortium, consisting of Amaccao, Seraphin, and Thanh Cong, would renovate the site and develop green parks on the reclaimed land to be handed back to the city.
Addressing the waste is considered urgent due to environmental and economic impacts. Odors have been reported to spread within a 5-10 km radius, affecting local tourism around Suoi Hai and Xuan Khanh lakes, as well as hindering investment in urban, ecological, and resort projects in the area. Additionally, there are ongoing concerns regarding leachate potentially contaminating soil and water resources.
