Hanoi pushes 100‑Year Master Plan, faster housing renovation and parking investment

Hanoi’s city council is urging rapid completion of the 100‑year master plan, including overall, sub‑district and detailed zoning documents, to provide a clear framework for investors and local authorities. Council members highlighted the need to accelerate public‑investment projects and improve budget execution for the latter half of 2026.

At the same meeting, officials warned that many older apartment blocks remain severely deteriorated, with renovation progress below 10% over the past decade. Lawmakers described the aging complexes as a “slow‑acting bomb” and called for removing barriers, expediting funding, and launching additional social‑housing and rental projects to meet demand.

A separate report on traffic highlighted Hanoi’s rapidly growing vehicle fleet—about 1 million cars and over 6 million motorbikes for a population of 8 million—against a static parking infrastructure. Only roughly 5% of the 1,960 planned public parking facilities are operational, creating acute shortages. The city is considering special land‑use and financing mechanisms to attract private capital for new parking structures and temporary underground parking points.
