Hanoi seeks Russian cooperation on urban railway development

Hanoi has proposed a cooperation framework with Russia to advance urban railway and underground infrastructure development. A Vietnamese delegation, led by Hanoi Party Committee Secretary Tran Duc Thang, met with Russia’s Ministry of Transport, Russian Railways (RZD), and officials in Moscow and St Petersburg to discuss investment, technical standards, and technology transfer.

The proposed collaboration covers metro construction, management, and operation, including the integration of artificial intelligence and big data for traffic management. Hanoi is seeking Russian expertise in designing stations that reflect local cultural identity and developing centralized control centers. Additionally, the city is exploring flexible investment models and the formation of consortia for these projects.

Beyond Hanoi, discussions included potential cooperation on metro projects in Ho Chi Minh City, focusing on the supply of railway equipment and technology. The initiative also extends to connecting urban lines with Vietnam’s national railway system through shared policy consultancy and technical standards.
