Hanoi unveils 100‑year master plan to become global innovation hub

Vietnam’s National Assembly Chairman Trần Thanh Mẫn and Hanoi Party Secretary Trần Đức Thắng presided over the launch of the city’s comprehensive 100‑year master plan. The plan, grounded in the Party’s Resolution No. 02, the 2026 Capital Law and recent parliamentary resolutions, outlines a long‑term development vision through 2035, 2045 and beyond 2065.

Four strategic breakthroughs are highlighted: strengthening institutional mechanisms and decentralisation; advancing science, technology and digital transformation; building a multilayered transport network; and restoring river systems via integrated infrastructure. The plan envisions Hanoi as a centre of innovation, a global city with top‑tier living standards and happiness rankings, and the keystone of the surrounding capital region. To realise these goals, 276 investment projects spanning transport, digital services, smart‑city data platforms, green infrastructure and cultural heritage restoration were announced, with a focus on attracting both domestic and foreign investors in 2026.

Implementation will require rapid conversion of the plan’s directives into concrete programmes, projects and measurable outcomes, with close coordination between central ministries, the Hanoi government and the private sector.
