HEDNO accelerates smart meter rollout across Greece

HEDNO (DEDDIE) is undergoing a large-scale digitalization of the Greek electricity grid by replacing traditional meters with smart meters. The company is currently installing approximately 10 smart meters per minute, aiming to complete the transition for all low-voltage consumers by 2030. More than 2 million digital devices have already been installed, and telemetry currently records 66% of electricity consumption in the country.

This transition aims to eliminate the need for manual on-site readings, reduce estimated billing, and curb electricity theft. By digitizing the network, the utility seeks to lower costs for compliant consumers and improve market accuracy.

In a related enforcement effort, HEDNO has identified approximately 75,000 meters where access for reading has been denied by users. The company has proposed a framework to the Regulatory Authority for Energy, Markets and Water (RAAEEY) to address these unmeasured connections, which cause market distortions and financial settlement difficulties. HEDNO has begun pilot programs in two areas of Attica, where power disconnections are being used as a measure against consumers who fail to respond to repeated notifications regarding meter access.
