Greece electricity grid smart meter rollout

The Hellenic Electricity Distribution Network Operator (DEDDIE/HEDNO) is executing a nationwide digital transformation of the Greek electricity grid. The initiative aims to replace traditional meters with smart meters for all low-voltage consumers by 2030. As of late October 2026, over 2 million smart meters have been installed, allowing for the remote monitoring of approximately 66% of the country’s electricity consumption.

This rollout is intended to reduce manual readings, enable dynamic pricing models, and improve fault detection through artificial intelligence and digital network mapping. The transition has also impacted electricity theft; CEO Anastasios Manos reported that annual theft costs decreased from 350 million euros in 2023 to under 300 million euros.

To address challenges in the transition, HEDNO has identified roughly 75,000 meters where users have denied access for readings. In response, the company has proposed a framework to the Regulatory Authority for Energy, Markets and Water (RAAEEY) to manage these unmeasured connections. Pilot programs have also commenced in two areas of Attica, utilizing power disconnections for consumers who fail to respond to notifications regarding meter access.
