Hellenic Train fined 120,000 euros for maintenance violations

The Regulatory Authority for Railways (RAS) has imposed a total fine of 120,000 euros on Hellenic Train following significant violations in train maintenance procedures. The decision, issued on August 10, 2026, stems from an investigation into the company’s maintenance of passenger rolling stock.

A 100,000 euro fine was issued for violations of European Commission Implementing Regulation (EU) 2019/779 regarding vehicle maintenance. An additional 20,000 euro fine was applied for breaches in four internal maintenance system procedures.

The investigation highlighted a critical lack of traceability regarding materials used for passenger seat maintenance. Specifically, between 2021 and 2023, contracts with external contractors for seat repairs and spare parts failed to consistently require necessary fire-retardant certifications. While foam and fire-blocker materials were replaced in thousands of seats, the company could not verify which specific carriages received the materials. Furthermore, provided certificates often only covered fabrics rather than the complete seat assembly as required by regulations.

RAS emphasized that outsourcing maintenance does not absolve Hellenic Train of its ultimate safety responsibilities. The company has been ordered to submit an action plan within one month to enhance fire safety, which may include removing flammable materials, adding fire extinguishers, and increasing inspection frequency.
